I, Mahin Abubakkar, son of P. Mohammed Sahul Hammed, age 52, working as
Assistant Director, Town Panchayats, Tirunelveli Zone, NGO B Colony,
Palayamkottai, Tirunelveli 7, do hereby solemnly affirm and sincerely state as
follows:
1, I am working as an Assistant Director, Town Panchayats, Tirunelveli Zone.I
am well acquainted with the facts of this case from the available records.
2. I am filing this interim report on behalf of the 8 town panchayats, namely:
Kallidaikurichi
Veeravanallur
Mukkudal
Cheranmahadevi
Pathamadai
Melaseval
Gopalasamudram
Naranammalpuram; due to the unforeseen natural calamity and the time
constraint. They will be filing their detailed report at the earliest.
2. The above-mentioned town panchayats, which are situated on the bank
Kannadiya Channel, and their domestic wastewater is discharged into the said
channel. It is important to note that the water from this channel is mainly used for
the purpose of farming activities. This channel is not a tributary to River
Tamirabarani. These town panchayats were recently inspected by the committee
comprising of

The above committee inspected these town panchayats on 6thSeptember2021 and
they recommended that the identify sewage outfalls of in 101 places to establish
DEWATS method instead of STP in order to treat domestic wastewater.
3. On 27.11.2021,based onthe Chief Secretaryto the Government ofTamil Nādu
advice, anestimate of cost was prepared to establish DEWATS method in those
identified sewage outfalls. Total cost estimated is around Rs. 3 crores 83 lakhs
and 20 thousand. Due to the non-availability of fund with those Panchayats,
financial request was prepared to be sent to the Government to complete the
DEWATS project for these town panchayats.
4. DEWATS method is more economical and less expense. As soon as, funding is
received from the Government work will be commenced to treat domestic
wastewater which are discharged into Kannadiyan channel by the above-
mentioned town panchayats.
In view of the above, it is therefore prayed that this Honourable Tribunal may be
pleased to accept this interim report and may deem fit and proper in the facts and
circumstances of this case and thus render justice.
