Stills may be of any form [or construction as the licensee] [Substituted vide Notification No. G.S.R. 28/P.A. 1/14/Ss. 21 and 59/95, dated 15.1.1995.] may think proper and for which he has a licensee; but the still power of the distillery shall not be increased without the sanction of the Excise Commissioner.
