Section 380(2)(a) in The Orissa Municipal Corporation Act, 2003

(a)unless, one month at least before the meeting at which the matter is decided, a notice signed by the Commissioner has been put in the street or a part of a street which is proosed to be closed, informing the residents of the said proposal; and
