(2)For the water supplied under sub-section (1), payment shall be made at such rate as may be fixed by the Municipality from time to time:Provided that such rale shall, as far as practicable, cover the costs on account of management, operation, maintenance, depreciation, debt servicing, and other charges related to waterworks and distribution costs, including distribution-losses, if any.
