(2)Nothing in sub-section (1) shall have application in respect of,-(a)members referred to in sub-section (1), of section 19 not including members of the Executive Council who are not otherwise members of the Governing Council referred to in item (g); and(b)members referred to in clauses (a) to (d) of sub-section (1) of section 22.
