Section 12(1) in The Government Of Union Territories Act, 1963
(1)Save as otherwise provided in this Act, all questions at any sitting of the Legislative Assembly of [the Union territory] [Substituted by Act 18 of 1987, Section 65 (w.e.f. 30-5-1987)] shall be determined by a majority of votes of the members present and voting other than the Speaker or person acting as such.
