(8)to take over for a period not exceeding twelve months the management of any affiliated, constituent or professional college, institution or centre other than a Government College, institution or centre in order to ensure that proper standard of teaching, training or instruction is maintained therein:Provided that the University may, if it considers it necessary so to do, extend such period so, however, that the aggregate period shall not exceed eighteen months;
