Section 61(1)(ii) in The Punjab Distillery Rules, 1932

(ii)Bottles or other vessels, in such number as may be determined by the[Excise Commissioner] [Legislative Supplement Part III dated 28.1.69.], containing essences, coloures and the like, needed for the licensee's legitimate operations, but they should be stored in the colouring and compounding materials room referred to in Rule 92.
