(4)The body or individuals entitled to nominate representatives on the Board shall be invited by the Secretary of the Board to do so within a reasonable time not ordinarily exceeding eight weeks from the date of issue of such invitation. The same procedure shall be followed for filling casual vacancies of the Board.
