Section 18(4) in The U.P. Entertainment and Betting Tax Inspectors Service Rules, 1982
(4)The Selection Committee shall prepare a list of selected candidates arranged in order of seniority and forward the same to the appointing authority. The number, of candidates in the list shall be larger (but not larger by more than 25 per cent) than the number of vacancies.
