The licensee shall provide a special room for the storage of the denaturing agents and vessels and receptacles used in the process of denaturation, and the process shall be carried out in this room only, and in the presence of inspector. After denaturation is completed, in the denatured spirit shall be immediately issued or stored in the special room, which shall be secured by double locks, the keys of which are not inter-changeable. The key of one lock shall remain with the inspector, and the key of the other lock shall remain with the licensee.
