Section 48(1) in The Bihar Intermediate Education Council Act, 1992
(1)Subject to provisions in the Act and Rules and Regulation framed thereunder the Public Service Commission/College Service Commission shall perform the same function as are entrusted to it under Article 320 of the Constitution of India in relation to the services of the State.
