Section 25(1) in The Jammu and Kashmir Energy Conversation Act, 2011
(1)For the purpose of adjudging under section 24, the State Commission shall appoint any of its members to be an adjudicating officer for holding an inquiry in such manner as may be prescribed by the Government, after giving the person concerned a reasonable opportunity of being heard for the purpose of imposing any penalty.
