Section 77(3) in The Bihar Primary and Middle Education Rules, 1961
(3)The Secretary shall act as the Educational Adviser of the Planning Committee and shall come to the meeting fully prepared with all information, Rules, regulations, departmental instructions, etc., that may be required in connection with the deliberations of the Committee.
