5. Procedure of Appointment/Promotion.
- For the purpose of promotion from Group I of either Appendix 'A' or 'B' to Group II of either Appendix 'A' or 'B' and on posts of equal nature to be created in future the following procedure shall be followed:-(1)50 per cent of the vacant posts may normally be filled through direct recruitment.(2)50 per cent of the vacant posts shall be filled up through promotion of the ex-cadre technical staff from lower rank possessing the necessary qualification:Provided that if suitable departmental candidates beyond 50 per cent promotional quota are available, the promotional quota may be increased after obtaining prior specific orders from the Government in this behalf.(3)On promotion to a higher post, the pay will be fixed on the basis of the pay fixation rules as laid down in Bihar Service Code. The promotees shall be considered senior to the outsiders appointed at the same time through direct recruitment.
