(1)It shall be the of the highway authority of conduct an annual check of the boundaries of the highway in its charge with a view to locating unauthorised encroachments if any.(2)When the highway authority is satisfied that an unauthorised encroachment has been made on highway, land, it shall take immediate steps as specified in Section 21 for the removal thereof.
