Section 99(c) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(c)At Delhi, the seniormost civil official receiving the VIP shall first introduce to him the Military Secretary to the President, when the latter is representing the President, at the reception/departure, after that the Guard of Honour shall be inspected, and the remaining officials and non-officials presented to the VII', according to their seniority in the Table of Precedence.
