The statistical sheet shall ordinarily accompany the daily dispatch of records to the statistical writer on their way to the record room. When for any reason a record cannot be sent at once to the record-keeper a note to that effect shall be made in the statistical sheet and the latter shall be sent to the statistical writer unaccompanied by the record.
