Section 10(a) in The Bombay Electricity Duty Rules, 1962
(a)in the case of a licensee licensed under the Indian Electricity Act, 1910 (not being the Maharashtra Slate Electricity Board), in his local office in each compact area served, by him, or, where such compact area is for his administrative convenience sub-divided into blocks, in the respective block offices;
