Section 21(b) in Andhra Pradesh Registration of Horticulture Nurseries (Regulation) Rules, 2012
(b)If at any time during the currency of the licence, the licencee should desires to undertake the propagation of the plant material other than those mentioned in the licence, he shall make an application to the Competent Authority specifying therein the plant material sort to be propagated and obtain permission from the Competent Authority and to undertake the propagation of plant material.
