Section 59(4) in Bihar Juvenile Justice (Care and Protection of Children) Rules, 2015
(4)The Superintendent shall, in special circumstances or as per orders of the Board or Committee, allow a juvenile or child to make telephonic communication with his parents or guardians or relatives.
