(16)Manufacture. - "manufacture" includes every process, whether natural or artificial by which any [intoxicant] [Substituted for the words 'excisable article' by the Government of India (Adaptation of Indian Laws) Order, 1937.] is produced or prepared and also redistillation, and every process for the rectification, reduction flavouring, blending or colouring of liquor.
