(b)in contravention of Section 23 employs, permits to be employed on any part of his licensed premises referred to in that section, any person under the age of [twenty-one] [Substituted by U.P. Act 9 of 1978, Section 13 (w.e.f. 24-4-1978).] years or any woman;
