(2)Each Councillor shall be told how many votes may be given and he shall then proceed to the place set apart for the purpose and there place a mark on the voting paper against the name of the candidate or the names of the candidates for whom he wishes to vote. He shall then fold up the voting paper so as to conceal his vote and deposit the same in a ballot box placed in the view of the President in the meeting,
