Section 189(3) in The Navy (Pension) Regulations, 1964

(3)A pensioner who produces a life certificate signed by any person exercising the powers of a magistrate under the Code of Criminal Procedure, 1898 (5 of 1898), or by any Registrar or Sub-Registrar under the Indian Registration Act, 1908 (16 of 1908), or by any pensioned officer who before retirement exercised the powers of a magistrate or any gazetted officer of the Central Government or any State Government or by a munsiff or by a police officer not below the rank of a Sub-Inspector or a Post Master/Departmental Sub-Post master, or an Inspector of Post Offices, or by a Class I Officer of the Reserve Bank of India, or a Staff Officer or Staff Assistant of the State Bank of India is also exempted from personal appearance.[Explanation.
