DR. R.K. RANJAN (INNER MANIPUR): Sir, with your kind permission, I would like to raise an important issue pertaining to the interstate border disputes.  Since long there has been unsettled boundary disputes along the border of Manipur-Nagaland and Manipur-Assam.  The boundary of Manipur was safeguarded by various international treaties and agreements and was also endorsed by the comity of nations for the past many years, before Manipur was merged into India.  The States Reorganisation Act, 1971, clearly says that Manipur is an established State and not a newly formed State, unlike neighbouring States like Nagaland.  It also indicates that the boundary of Manipur has been maintained as in the Manipur Merger Agreement, 1949, and cannot be disturbed.

       The disputed areas are in the districts of Senapati, Ukhrul and Jiribam. Few controversial sites are, namely Dzuko Valley, Tungjoy, Wahong, Jiri river area, etc.  These disputes quite often trigger squabbling and enmity between the ethnic people settled in and around the disputed areas and thereby affect the interstate relations.

       Therefore, I would urge upon the Ministry of Home Affairs to kindly look into such a sensitive matter and help the concerned State in finding an amicable solution. Thank you very much.
