Section 58(1) in The Punjab State Electricity Regulatory Commission (Conduct of Business) Regulations, 2005
(1)The Commission may from time to time direct the licensees and generating companies operating in the State to formulate draft for such codes as the Commission considers appropriate for the proper and efficient conduct of the electricity sector and operation of the power system in the State.
