(3)The District Committee may, for the purpose of assisting i t in the consideration of any plan, prepared for any area, co-opt one person from amongst farmers of that area:Provided that such co-opted member shall have a right of participation in only such proceedings of the District Committee as relate to the plan for consideration of which he has been co-opted and any dispute as to the right of such participation shall be decided by the chairman of the District Committee whose decision in the matter shall be final.
