Section 240(3) in The Navy (Pay And Allowances) Regulations, 1966
(3)Furnishing of security at the time of registration a prospective purchaser of a car shall be the responsibility of the officer concerned and no advance shall be given to the officer from Government funds for this purpose at the time of furnishing such security.
