Section 5(1) in The Orissa Excise (Methyl Alcohol) Rules, 1976
(1)On receipt of the application with the opinion of the Collector concerned the Commissioner shall decide whether an exclusive privilege is to be granted under Section 22 of the Act and send his recommendation to Government.
