11. Salary on Appointment.
- All first appointments shall be made on the minimum basic pay of the grade to which the appointment is made, [provided that the competent authority may authorise the grant of advance increments with reference to the circumstances in each case.] [Notified in Gazette of India, Part-IV dated 18.6.1966.]
