Section 2(2) in Gujarat Panchayats (Second Amendment) Act, 1963
(2)after clause (b), the following clause shall be inserted, namely:-"(c) having regard to clauses (a) and (b) of sub-section (1), declare the whole area ??? in a gram or the part thereof to be a nagar or two or more grams or the whole area comprised in a nagar to be a gram or two or more grams;"
