Section 87(2) in The Goa, Daman and Diu School Education Rules, 1986
(2)Inter-se seniority between direct recruits and promotees shall be determined according to the rotation of vacancies between direct recruits and promotees which shall be based on quotas of vacancies reserved for direct recruitment and promotion respectively. In case of doubts, the detailed instructions issued by the Government in this behalf in respect of Government servants shall be followed, and, wherever there is a dispute the case shall be referred to the Director of Education and his decision in the matter shall be final.["87A.
