Section 88(1) in The Navy (Pay And Allowances) Regulations, 1966
(1)An officer can draw only one rate of qualification pay and if he is in possession of qualifications entitling him to qualification pay both at the higher and the lower rates; he shall draw only the higher rate of qualification pay.
