Section 18(1) in The U.P. Basic Education (Teachers) Service Rules, 1981
(1)Recruitment by promotion to the posts referred to in clause (b) of Rule 5 shall be made on the basis of seniority subject to rejection of unfit through the Selection Committee constituted under Rule 16.
