1. The issues under consideration arising out of the second appeal dated 02.03.2018 include non-receipt of the following information raised by the appellant through his RTI application dated 20.03.2017 and first appeal dated 15.12.2017:-
Page 1 of 5(i) Pl. inform clearly about the points by which the fixation chart of Table 2.2.2 of 6th CPC has been prepared.
(ii) Pl. provide the specific copy of the recommendation of 6th CPC wherein the 6th CPC had recommended the pay scale of Assistant of Field Offices of Government of India is Rs.5000- 8000/- instead of Rs.6500-10500/-.
(iii) Pl. provide the specific copy of the CCS(RP) Rules,2006 wherein the Government of India has approved the pre-revised pay scale of Rs.5000- 8000/- of Assistant of Field Offices as per 6th CPC recommendation.
(iv) Pl. provide the specific copy of the CCS(RP) Rules,2006 wherein the Government of India has approved the pre-revised pay scale of Rs.5500- 9000/- of Assistant of CSS as per 6th CPC recommendation.
(v) Pl. provide the copy of all documents received from Min. of Expenditure in connection with issuance the Speaking Order vide F.No.A- 56013/1/2012 BAP dtd.10/02/2017.
(vi) Pl. provide the specific copy of 6th CPC recommendation wherein the Pay Commission had recommended the pay scale of Assistant of Secretariat is 6500-10500/- but Assistant of Field Offices of Rs.5000-8000 and Rs.5500- 9000/-.
(vii) Pl. provide the list of Departments of Field Offices for whom the 6th CPC had recommended the Pay Scale of As.5000-8000/- for Assistant and provide the list of Departments of Field Offices for whom the 6th CPC had recommended the Pay Scale of Rs.5500-8000/- for Assistant.
(viii) Pl. provide the pay scale Of Assistant of CSS as on 31-12-2005.
Page 2 of 5(ix) Pl. inform clearly about the action of Government of India till date against the upgradation done by the Department of Space to their Assistants without the approval of Department of Expenditure.
(x) Pl. provide the certified copy of all file notings of Min. of I & B at the time of granting G.P. Rs.4,600/- to Assistant of Press Council of India.
(xi) Pl. provide the certified copy of all correspondences received by Min. of I & B from Press Council of India in connection with granting G.P. of Rs.4,600/- to Assistant of Press Council of India.
(xii) Pl. provide the certified copy of the approval of Min. of I & B for granting G.P. of Rs.4,600/- to Assistant of Press Council of India.
(xiii) Pl. mention the next Promotional Post of Assistant of Press Council of India.

Succinctly facts of the case are that the appellant filed an application dated 20.03.2017 under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO), Department of Expenditure, North Block, New Delhi, seeking aforesaid information. The CPIO replied on 03.11.2017. Dissatisfied with the response of the CPIO, the appellant filed first appeal dated 15.12.2017. The First Appellate Authority disposed of the first appeal vide order dated 25.01.2018. Aggrieved by this, the appellant has filed a second appeal dated 02.03.2018 before this Commission which is under consideration.
3. The appellant filed the instant appeal dated 02.03.2018 inter alia on the grounds that respondent had mala fidely denied the information.
4. The CPIO vide letter dated 03.11.2017 replied and provided point-wise information. The FAA held that the CPIO had provided complete information and directed the CPIO to forward the RTI application with respect to point no. 10 of RTI application.

The appellant attended the hearing through phone and on behalf of the respondent Shri A K Nandy, Under Secretary(E-III-B) & CPIO , Department of Expenditure, Ministry of Finance, New Delhi attended the hearing in person. 5.1. The appellant submitted that the respondent had not provided information with respect to point no. 2 of the RTI Application.
5.2. The respondent submitted that they had provided point-wise reply and assured to provide complete report of CPC in respect of point no. 2 of RTI application. The respondent submitted that they are ready to provide whole report of the CPC through e-mail.
6. The Commission after adverting to the facts and circumstances of the case, hearing both the parties and perusal of records, feels the only issue which was unresolved as revealed during the course of submission by the appellant related to point No.2. Therefore, a copy of report for recommendation of 6th CPC referred to in point no. 2 of RTI application be made available to the appellant within ten days from date of receipt of this order. With these directions, the appeal is disposed of.
Copy of the decision be provided free of cost to the parties.
