Section 7(d) in The Tamil Nadu Municipal Corporations Service Rules, 1996
(d)A person appointed or promoted temporarily under sub-rule (a) or sub-rule (b) shall be paid his substantive pay, or the minimum of the time scale of pay applicable to the post, whichever is higher.
