10. Substantive appointment to duty posts.
- Appointments of members of the Service to the permanent duty posts in any grade shall be made in accordance with the general Rules in force in that behalf and on the basis of the recommendations of the Departmental Promotion Committee constituted by the Controlling Authority in the manners specified in Schedule - III.
