All motions of amendments proposed to be moved at any meeting shall be in writing and shall be signed by the mover and seconder, and before they are discussed by other members, shall be read from the Chair or by the Registrar under the authority of the Chair. All formal amendments shall be framed so that they may be read as independent motions.
