Section 171(a) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(a)By selection. - Promotion shall be made by selection from officers who have attained 2 years' seniority but not more than 10 years' seniority in the rank of Instructor Lieutenant-Commander, subject to vacancies.
