Section 18(3) in The Punjab Sugarcane (Regulation of Purchase and Supply) Rules, 1958
(3)An occupier of agent shall be liable for all payments due for cane supplied to him or on his behalf, and if a purchasing agent fails to make payment for cane purchased by him for the factory, the occupier of such factory shall be responsible for making such payments :Provided that notice of complaint of non-payment is given or made in writing to the occupier or the agent of the factory concerned within three months of the date on which the purchasing centre at which the cane was supplied is closed.
