(1)If any habitual offender fails to keep up efforts at selfimprovement or shows marked deterioration in character or habits or violates prison discipline, he will be demoted from Stage III to Stage II or from Stage II to Stage I, as the case may be.(2)The cause of demotion of the prisoner concerned shall be classified as a major offence and major punishment, respectively, for all practical purposes and compilation of the relevant statistical returns.
