Section 32 in The Port Of New Mangalore Rules, 1976
32. Oily bilge water etc. not to be pumped into Port.
(1)No ballast water containing oil liable to foul or capable of fouling the water shall be discharged from any vessel into the Port.(2)If any oil is found floating around the ship, it shall be the responsibility of the master, to prove that it is not from his ship.
