Section 16(1) in The Indian Post Office Rules, 1933
(1)"Business Reply Cards", "Business Reply Envelopes" and "Business Reply Letter Cards " shall, subject to the provisions of this rule, be transmitted by post without prepayment of postage, and postage thereon shall be collected in cash from the addressee on deliver.
