Section 16(1) in The Orissa Forest Shooting Rules, 1973
(1)Save and except under Rules 8 and 9, no permit shall be issued for killing of wild animals specially protected under the provisions of the Wild Birds and Animals Preservation Act, 1912 and no permit shall be issued during the closed season.
