(1)Every nomination paper shall be signed and presented in Form 'C', to the returning officer, on or before the appointed date by the candidate in person, between such hours and at such places, as may be specified. The candidate shall sign in the declaration on the nomination paper on Form 'D' expressing his willingness to stand for the election.
