Section 19(1) in U.P. Information Department Film Photo Unit Service Rules, 1993
(1)Subject to provisions of sub-rule (2) the appointing authority shall make appointments by taking the names of the candidates in the order in which they stand in the lists prepared under Rule 15 or 16 or 17 or 18, as the case may be.
