Section 10(1) in The Petroleum and Natural Gas Regulatory Board (Appointment of Consultants) Regulations, 2007
(1)Request for Proposals (RFP) shall contain a letter of invitation (LOI) stating the intention of the Board to enter into a contract for provision of a consultancy service, source of funds, details of plan and date, time and submission of proposal; Instructions to Consultants (ITC); TOR; list of key positions/professionals required for the assignment; requirement of qualification and experience of the firm and of the key professional staff; criteria of bid evaluation and selection procedure; standard formats for financial proposal; proposed form of contract etc.
