Section 3(1) in The Orissa Grama Panchayats (Minor Forest Produce Administration) Rules, 2002
(1)The Grama Panchayat shall have the power to regulate procurement and trading of minor forest produce whether produced in Government lands and forest areas within the limits of the Grama or collected from Reserve Forests and brought into the Grama.
