27. Criterion for crossing efficiency bar.
- No teacher shall be allowed to cross -(a)the first efficiency bar unless he is found to have worked steadily to the best of his ability and his integrity is certified; and(b)the second efficiency bar, unless he has a consistently good record of service and his integrity is certified.
